ANY way to change startup resolution for my COMPUTER, not a program?

ive been searching for a few hours and its annoying. im trying to get a steam game named besiege to make it so my computer changes ITS OWN resolution, not the program, or the game's resolution. I would also like it if I will be able to do this for any program, i dont understand DisplayChanger (like most things or programs i have looked up, like display changer right before this sentence for example, change the startup resolution for the application or program itself, not my computer. I would like to see if someone could give me a link to a program that could do that or make some kind of batch/.bat file for me to do so? thanks

an example would be this game called Transformers: Fall of Cybertron that can change your computer resolution at startup, i want a program or a mod to somehow make the .exe or program so it can change my computer resolution

Er...perhaps I'm just not understanding...

Why can't you just change your screen resolution in your computer's settings? Do you know how to access control panel?
