Why Administrator account runs games much worse than default AR

Hi! So... Long story, grab some snacks...
My Admin Rights acc, the one that comes with laptop\windows by default, has problems launching some games and apps. Well, it doesn't. They all complain about different problems but work fine when launched from administrator acc (the one that you need to unhide). Like for example, battlenet. It says it can't find dll library (that's all, not even which). I can run OW without it (nice and smoothly), but then it connects me to american server which results in a 200ms lag.
Administrator account, however, has a problem running the game itself. On the same game settings it's stuttering and freezing and generally acts like I'm running it on a calculator. I have no idea why.
I checked for viruses with a few different programs, deleted every antivirus, disabled windows defender and firewall and set every problematic app to "run as admin" in A acc. AR still refuses to run them. CHanged the AR acc from admin to normal and back again, no difference...
I created 2 new accounts: 1 administrator, 1 standard. Both launch every app without any problem but have the same stuttering and freezing problem as A acc.
Only thing I can find on google related to accounts problem is "run as admin" thing and how it helps improve performance, nothing even remotely similar to my problem...
PS Also feel free to move the topic to wherever appropriate idk where to ask really...

It's not account related. You have something else going on. If you have lag, then you may have background processes running, or your Internet speed is not up to par.

First and foremost. Go to the Event Viewer. Look under Application and System. Any warnings and errors? To get to the Event Viewer type in Event Viewer in the search box under the start orb.

I've mentioned the lag just as a reason why I can't play OW without battlenet in AR acc, nvm it, it's geography related xD
Am I looking for any particular errors or applications in EV? There are no errors besides some vpns failing to connect, but at random times, there nothing when I'm running any of the games...

Do you use a VPN while gaming? That could be the source of lag.

No I don't use vpn while playing. Lag is not the problem, I don't have any. Stuttering and freezing is. And not being able to launch half the games on the account that doesn't cause stuttering.
It seems like whatever blocks the apps and games in AR also blocks whatever is interfering with the games in all the other accounts. Even 2013 driving simulator stutters lol... Something must be running in the background but idk what. I've compared the processes on all accounts and stopped the ones that weren't present in AR but nothing changed.
PS The way I'm describing this must be confusing af xD Maybe I should try to record a video for comparison...
PPS What is that shield icon in the pic?

I can't remember now, but that shield might be Windows Defender or Windows Firewall. Try disabling those.

Actually, could be UAC. Go to search and enter UAC and turn it off.

What would lead you to believe that UAC is somehow responsible? I've never heard of that being a culprit of a performance penalty.

User Account Control does a dummy check before allowing a program to run and does not actively partake in the process' activities, aside from the initial start.

Correct me if I'm wrong, please.

PS: I'm not attacking you or stating something as a fact; merely posting my beliefs, thoughts and opinions based on the little knowledge I have of the subject.

    In regards to the OP:
"On the same game settings it's stuttering and freezing and generally acts like I'm running it on a calculator"

Open the Task Manager (CTRL + SHIFT + ESC) and click on the "Performance Monitor" tab then "Resource Monitor" button at the bottom (alternatively: Windows key + R then "perfmon.exe")

Is your RAM full and Windows is using pagefile swap? Is your CPU being over-burdened (100% CPU usage and never dropping)? Is your network activity dropping a lot of packets? You can rule out a lot just by using this simple built-in tool from Windows.

If you read this and reply: Hopefully we can figure this out. :)
