I don't use Steam so it doesn't bother me.

But many Steam games run fine on Windows 7. It would be unfair to lock Windows 7 users out of all their Steam games.

Steam is going to stop all windows 7 users accessing their games
Even though you payed for the game you still would not have access
    you are forced to uprgrade.

What about staying in offline mode permanently before they cut support? I would think that would work but you'd be stuck with whatever you had forever. Thats what im planning on doing so hope that works...
Just need to really fill your steam library before you can't.

Probably not because only a relatively small number Steam users still use Windows 7 or 8.1.
According to Valve's own survey data for February of 2023, the 32- and 64-bit versions of Windows 7 and Windows 8.1 account for a little less than two percent of all Steam usage.
