The best card for your laptop is the best one you can afford. Your current hardware is going to determine what you can upgrade to.
As for the games... are you using wireless?

Ok, I'm at school (boarding) so I use an ethernet cable. But when I go home and use wireless its the same problem.
Do you have TF2 installed? If so, try running it with the lowest settings possible for 10 min... or however long it normally takes for the fps drop to show up. You didn't undo the mmcs regedit tweak yet, right?
Is that a, "nope" to the regedit question or the TF2 question?
Ideally, what you want is a non-Steam based game, that's not very demanding, that has a single and mulitplayer aspect to it so we can find out what's going on. If you have no games of this type, then you can dl a couple demos: Game Demos
Without such a game, there are just way too many variables to consider... meaning this could take days... and we'd like to sort this out sooner than that. Also, Crysis is a really bad game to try and resolve... it's just way too taxing, even on the latest/greatest rigs you get fps dips.
I have tf2 installed but I never find any servers on my ethernet. So the problem happens on steam engine things and on crysis. I think it will work on these other games too but I guess I'll give it a shot
It happened on an online game also, if that helps

I just noticed, I do believe it is happening in things like webcam central and youtube videos.
