Ok, well my suggestion is to report back after you have updated your graphics card.
You may also want to check the Vendor/Brand whom supplied your Nvidia GTX 260. What I mean by that is, if yours is by EVGA, MSI, PNY, etc. Check their site for updates, if they dont have one, then just go with the update from Nvidia.

If you are so sure its likely your graphics, you can take further steps. If you know how to open your system case, to remove the card and use a dust remover to blow any dust thats possibly in the PCI Express slot, and try to make sure its dust free around the card. However this maybe not needed, if you have never changed or removed your graphics card.

If you do come to the point where you decide to remove your updated drivers and have windows run default. Dont re-update until you have tested to assure your no longer lagging.

Also lastly, can you run any HD video on your system, using any Media Player without lagg? If you havent tried, and you have something like a very high resolution movie that your screen can display, this can perhaps give us more details.

Windows 7 64bit

I have to admit, I give up. I'm currently on the 7100 build (the beta test) of Windows7, and all of the previous solutions have provided no yield. I've decided I'm going to buy Win7 64 non-beta, and install that, download my games from Steam and backup my artwork on an external hard drive... Damn. This is frustrating.
Thanks for all the help... to bad the problem turned out to be something else.

i got a fix for win7 here u go

download this ventrilo Mix version (found it in a forum and i don't remember which 1 so i can't give them credit) close your ventrilo and install this version

Months later, a solution

So, after months of bs-ing around, I sent it in to a repair shop, effectively giving up.

The story was,

1. My CPU mounting bracket was installed improperly, and broken. I'm not sure which caused the other. This caused the CPU to overheat.

2. The overheating CPU (somehow) caused damage to the RAM.

The end. Thanks for all your help, and I'm aware this is a incredibly unique case... sorry I can't showcase a more versatile solution.
