My grey matter doesn't wake up until my second or third cup, so help me out. From the same article you linked, it says:
If an application creates its own in-memory copy of its video resources, or the application uses DirectX 9 or an earlier version, the virtual address space contains the WDDM video memory manager's virtualized range and the application's copy. Applications that use graphics APIs that are earlier than DirectX 10 and that target GPUs that have large amounts of video memory can easily exhaust their virtual address space.
To address this problem, Microsoft is changing the way that the video memory manager maintains the content of video memory resources. This change is being made so that a permanent virtual address range does not have to be used for each virtualized allocation. With the new approach, only allocations that are created as "lockable" consume space in the virtual address space of the application. Allocations that are not created as "lockable" do not consume space. This approach significantly reduces the virtual address space that is used. Therefore, the application can run on large video memory configurations without reaching the limits.
Although this approach reduces virtual address consumption, it does not eliminate the 2 GB virtual address space limit that many applications are quickly approaching on their own. Eventually, applications will reach the limit for other reasons.
As this relates to the OP, isn't the end result insufficient physical RAM? btw, did not know they changed mmio mapping... thanks. :)

Wow thanks alot guys, this is probably by far the most helpful forum ive ever been to. So i tried downloading about 10 different versions of direct x, including the one that was link but i kept getting this window:
So it seems direct x isnt an issue. So i changed the settings on tf2 to 16:9 1920x1080 which is what my moniter is set to. I got a really big difference. It looks pretty good and not as much jaggies actually lol.
But my one concern ive noticed is that some of the icons in tf2 come up compressed or only showing like half of them. Im not too sure what to think on that one as ive set everything accordingly to my moniter. Heres a pic:
Also, before getting all this, i was using a 7900gs with an old desktop. You guys have been more the helpful, ill probably get a gig or 2 of ram next week then. Thanks alot!

This may help... maybe not... but have you tried also setting HL to the correct (same) resolution?

Notice in the bottom how it sais direct X 9. I'm a little confused about that lol.
Also, not too sure if anyone knows, but is there a framerate or fps test that can be done on tf2 or other source games? I remember a while back id hit a setting and it would go through this video and then it would say what its running at but that was a while ago, not too sure if anyone knows what im talking about lol.

^^^was running it at fullscreen, but i could only take screens when it was a window. I just wanna know why those icons are deformed...

Are you sure that the resolution that your are trying to play it on is supported by your monitor?

Someone told me alot of source games werent windows 7 compatible, maybe thats the issue?

Yes and no the Windows Compatibility Center is saying that the status is unknown and info is coming soon but I have no problem running Steam and source games.
