I have been playing Prototype & Burnout Paradise - The Ultimate Box at the lowest video settings
with Intel Dual-Core CPU 2.5 GHz
NVIDIA 9500 GT 512 MB
2 GB RAM
Win 7 32-Bit
and it was bad ---> Yesterday I had Upgraded The processor to
Intel Core 2 Duo 2.8 GHz
I thought I would have a big difference in performance .. but i was disappointed

NO DIFFERENCE AT ALL
(what is the problem?)
(should I re-install win7 ?)
(is my specs are low?)

Nothing is wrong 2.5ghz to 2.8ghz is not much you should have gotten a quad core.

The main issue here is the graphics card, which isnt very good. Processors dont matter much, epecially such a minor increse in the core clock. You should buy a new graphics card. I can recommend the Nvidia GTX 295 and the ATI 4890.

Both are a little expensive, but since you did change the processor, i imgine you have no problem with money.

I think i had been coned (someone lied to me)
I thought that 9500 gt is from the good products which NVIDIA have

how can I know what is better when choosing a video card ?
Is the memory (Ex.: 512 Mb) for the card is the important thing ??

Games these days are mostly GPU heavy, meaning better GPU = better image quality, better performace, better in almost every aspect. Considering that you already have a 2++ GHz proc, you should change your GPU, 9500GT is entry level class hardware, it's no where near "good"... you need at least GTS 250, to get at least "moderate" performance. IF you have the extra money, go get ATi Radeon HD 5850, it's not that expensive, but packs a punch. If you don't mind the price, go get ATi Radeon HD 5970.

Ok, what about the old light game C&C Generals : Zero Hour ? It was Running perfectly on Windopws XP in High Resolution

but now on Windows 7 with lowest graphics and it stuck (holds) for seconds when it's "Crowed"

Start the game with "Disable composition" Compatibility Mode.

Very weird...
Whenever I open something, say IE, its not the active window. It will open, and sit on the front of the screen, however i cant type in it unless I click it to activate the window...
