    Any help would be great
    Try using the Oblivion Launcher (not the oblivion.exe) and make sure your Data files all enabled. Oblivion runs just fine on my Win7-64 computer.

    well looking at your system specs you've got enough muscle here to power the game no problem. are you using any 3rd party unofficial mods? also on a side note, for oblivion issues The Elder Scrolls Nexus - Oblivion mods and community may be a bit more helpful as they are only focused on one thing so you may want to try there as well. but we will see what we can help with.

    when your game is loading the mods do any pop ups warn you about incompatibilities or do you have mods or updates that fail to load?

    Frostmourne:

    your troubleshooting guide hasn't helped any. i had already tried most of that myself or it wasn't relevant and when i Google my problem this is the only page that come up with issues running oblivion, that's how i found this page in the first place. No one else seems to have the problem.

    My last resort will be to contact Bethesda themselves by the end of the day but i doubt they'll help much seeing as oblivion is old as.

    I was going to install mods, but not even the "straight of the disc" install works. good idea with the link. was posting here because i figured it was a windows 7 issue, as it worked fine for me on this exact system with vista 64 sp3, but I'll post there as well.

    so your not even getting oblivion installed? how does your disc look? you may want to find an iso image that you can make a back up from and try it. sometimes a tiny scratch in just the wrong space can cause hell when trying to install from a disc.

    The game installed fine with no errors. its when i load the game after install it crashes after the developer video.

    Frostmourne:

    I dont know what PSI is...

    the reboot into safe mode give me the error:
    "Failed to initialize render.

    NiXAdapterDesc::GetDeviceCaps() failed."
    This has something to do with drivers, but i believe its because i'm in safe mode. Plus the game just dumps straight to desktop no error windows when not in safe mode.

    and lastly yes all my hardware is fully W7 compatible and has all the latest drivers to date 3 days ago.

    including, bios, chipset, ide, nvidia, xfi, direct x, net, c++, keyboard, mouse. and the application itself is the latest update as well.

    i went back at tried the "clean boot" tutorial which i skipped last time because i felt it was unnessesary because i had only just reinstalled windows but that has not helped either.

    I've noticed that the developer logo doesnt even finish playing before i get dumped back to desktop. i thoguht this might be a codec issue. I've installed the K-Lite 32 and 64 bit wich i always used to use untill recently switching to VLC. i also had removed Windows Media Player because i dont use it so i've reinstalled that and neither of these ideas have made a difference either.
