I have been having problems like that you had with gta with a few games,so I ran the in xp mode under compatability and they work fine now,smooth as butter even with advanced settings.

Performance
- Rendering optimizations have been made to improve performance, particularly when enabling shadows
- User-configurable graphics settings have been added for shadow control

Benchmarking

Post patch I was having a lot of issues to the point the game was nearly un-playable when previously I could run all high settings with no issues. I tried all the command lines and tweaks and crap but nothing worked. What for the most part fixed it for me was installing the 1.0.4.0 patch to my steam version then re-installing a downloaded version of the 1.0.6.0 patch instead of the steam update. After that performance is back up to a playable level. Still some crap rockstar needs to fix but its much more playable again on high settings.
Maybe in 5 years we'll finally be able to truly enjoy the game maxed out

Nope. It goes away too fast. I have pics of my cellphone. The best that I could capture is shadowing not showing on certain angles, like lights. Not really much to worry about on that. But when I enter an area far off from where I had been it starts and sometimes lags. I think its slow loading but I continue to find out why.

The reason why it is loading slow is because RGSC logs in at start up,
