Ok mate, ive spoken to someone who knows pretty much everything about Counter strike, and knows a shed load about Win 7 and he had the EXACT same problem. It turned out to be his mobo. He is 99% certain its the same in your case, just a little incompatability makes a big diff
Although this is plauseable im not bying it. I installed Counterstrike Source just to see what my ping was in there and it was a constant 40 - 50 on a 32man server all settings default to my system - Vsync Off, there wasnt one lag spike in sight so im thinking its a game issue with Condition Zero a opengl problem perhaps? im not sure, maybe when Windows 7 is released fully Steam may bring a update to fix this issue.

I also installed Vista SP2 32Bit version to see how Condition zero would run. it ran fine my ping was 30 - 40 all the time no lag spikes.

Ive got the Win7 RTM or so called RTM Version and its still doing it on Condiotn Zero. Source is fine so im playing that until it gets fixed.

Thanks for your help anyway :)

UPDATE. Ok ive sorted it out, my FPS_max was set to 100 but when i set it to 60fps my ping stays in the low 30 - 40 mark. But my question is why cant i set it to 100 without having problems?

Anyone out there still playing CZ and running it ok on W7 64?

I own the disks...but haven't installed it yet.

I don't even know if it's worth it. Back in the day I had mouse commands as entered in Steam, plus userconfig which I'm not sure will all function on W7 like it did on XP Home
