This could be why it won't start,

Football Manager 2010 System Requirements - PC Game Football Manager 2010 System Specs

    Intel Processor - Pentium 4 3.0GHz
    AMD Processor - Athlon 64 4000+
Nvidia Graphics Card - Geforce 7600 GT 256MB
ATI Graphics Card - Radeon X1800 Series 256MB
    RAM Memory - 1.5 GB
Hard Disk Space - 2.5 GB
    Direct X - 9
The only thing from what you listed for his specs that comes close to meeting the requirements for the game is the ram, the rest doesn't even come close.

If you're referring to upgrading his computer, sorry to say that isn't going to happen. He has an old Socket A based computer, and they have been discontinued for quite a long time now. Only option is a new computer.

LOL... um... yeah, that's the big question, and probably why he's having issues

You'll really really really want to know what card he has, so you can....

1- Figure out if the game will run on it
2- Get the drivers updated, if needed

    Sorry

    Pretty much what I said,

Socket A - Wikipedia, the free encyclopedia

Socket A is now five generations behind the current AM3 socket from AMD, and were being phased out about 6 years ago.
