I had a discussion about that with a few poeple, we where thinking its because the amount of things not supported on 32bit like Flash and a few other bits of needed software and things like the amount of people saying they would skip Vista for Windows 7, hence the reason why Microsoft probably didn't want to alienate all the same users once again..
If there was a 1 for 1 copy of all the software used on 32bit under 64bit plus minus the whingers and the heap of news storys who said they would skip Vsta for windows 7, I bet they would have made it 64bit only...
Even if Windows 8 was going to be the first 64bit only release they would still end up making a 32bit edition because I head the same statement from Microsoft about server 2008, They said it was only going to be 64bit yet I have a 32bit edition disk
