Hi, I think this happens to everyone. Even in safe mode, it is there. I think it has something to do with keyboard focus, but I'm not entirely sure.
Try pressing the Windows key () and at the same time press 'T'. Tell us if anything happens.

Should have said that in the original post so there wouldn't be other questions asked.

I decided to try it just to see and I don't get the dotted line you have. I wouldn't go calling it a bad install though. What other changes have you made?

Well you are doing it wrong. Turning Aero off for performance reasons is pointless. Aero itself, the transparent window borders all those animations are done on the GPU. Now if your GPU is crap beyond comprehension then sure. However, classic mode uses the CPU to draw and build the borders of the window and all that good (ugly) stuff. Classic mode steals precious CPU time away from your applications, didn't you know? Thats why Aero was created which uses DirectX and works exclusively on the GPU.

Face it, you want to be running Aero, offload the GUI work to the under utilized GPU.
And no you do not have a crap graphics card. In fact I think you have to be joking.
Get as much performance out of your PC? Geeze my computer is crap compared and yet no performance issues.
