Is this will work with all partitions or only C: because it's the system partition ?


I can't answer that as I did the other in a VM and it only has one partition, and I can't shut-down the main machine right now; maybe someone else will confirm it for you.

It's difficult to find a basic guide to the permission controls in windows but the following article does give some basic information

Networking Basics: Part 20 - File Level Permissions

(you need to scroll down the page a little to reach the permissions section)

in fact the whole guide of which this is part 20 is a useful read for anyone wishing to go beyond the basics with network and security in windows.

have a read if you can as permissions can bring complete control to the shared or networked computer

Yes, and what is the issue? Guest is a limited user...it has no access to the admin account or admin functions.

Parental controls should allow you to block access to other drives/partitions if I'm not mistaken.

Edit - then add and type the name of your user and OK the entry - the name will be checked and when found allow you to add permissions
