I think you can do what you want using Parental Controls on the Guest Account, the one thing you have to do is ensure at least one Administrator Account is password protected and then you can follow this:

How can I add additional parental controls? How can I add additional parental controls?

Windows provides a set of controls that allow you to limit the amount of time your children can spend on the computer, the types of games they can play, and the specific programs they can run.
In addition to the basic controls that Windows provides, you can install additional parental controls from other service providers that can be used within Parental Controls to manage how your children use the computer. For example, even though web filtering and activity reporting aren't included in this version of Windows, you can install these additional controls through a separate service provider. To add them, you must first download and install the additional controls.
Go to the Windows website to watch a video about how to add additional controls with Parental Controls. (3:38)
For more information about additional controls you can use, go to Looking for web filtering and activity reports in Windows Parental Controls? on the Windows website. For information about using specific controls you've already installed, check with the manufacturer of the controls.
To add additional controls

1. In order to add additional controls you first need to install the additional controls from a separate service provider.
2. Install the controls that you want to add.
3. Click to open Parental Controls. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
4. Under Additional controls, select the provider for the controls you want to add in the Select a provider box. If there is no Select a provider box, you still need to install the additional controls.
5. Click the user account that you want to add the additional controls to.
6. If a setup screen appears for the additional controls, follow the instructions on the screen.
If no setup screen appears, check with the manufacturer of the controls for information about setting them up.
Note

• If you've installed additional controls that don't appear in Parental Controls, check with the manufacturer.

I just tried to access the admin account (Bare Foot Kid) from the Guest account and got a UAC and that's with UAC at default.

Is this will work with all partitions or only C: because it's the system partition ?
