220W is very much on the low side.
double it and you'll be ok.
I'm confused the HP computer has an ATI Radeon 4350 dedicated graphics, wouldn't the Sapphire Radeon X1950 be a downgrade?
Not by a long shot. The 1950 Pro might be a couple of generations old, but still faster than the bottom of the pile 4350. The only thing the 4350 really has over the 1950 is DirectX 10.1 vs DirectX 9.0c,

And to answer the OP's question not only is that 220W power supply way under powered for the 1950 as mentioned by mickey, it won't fit in the slimline case.
Thanks for the Video comparison link, it will be helpful in the future. I best stick with NVidia cards, cause I was totally wrong and confused about that one.
