Is this a problem with a specific program?

There may be other ways to tackle the issue such as creating an "event" that you can trigger either on shutdown to take care of some kind of app cleanup or to specifically close an app then wait then shutdown the system. Would something like that work? (I've had to use that method to kill a troublesome sound driver on shutdown before)
This problem happen every software/application.

That was my 1st thought as well...To me it's like stopping the bullet after the sniper pulled the trigger.

Be aware of what you're doing...if you click that button make sure that it is, what you really want. It's just a frame of mind I guess.

If you goof off with a circular saw you might lose a finger or more.

Well, I've found a solution to it, after many trails. You simply press the Esc button repeatedly, and it seems it overrides the shutdown process and cancels it.

I started a new thread on that... then I found this thread. There is no way to be fast enough to stop a win7 shutdown... all that is needed is a delay added to the shutdown process with a confirmation dialog to OK or Cancel... I find hard to believe the developers did not see that need as the shutdown button can be clicked inadvertently or hastily.

Shutdown not admin process?
ill post this in here as i dont think it really counts as a proper question.... just a wierd thing iv come across, its probably quite obvious to most people, but i just found utorrent (legal only of course) has a "shutdown when finished command" that can execute even when not running "elevated"...
