Anything with the blue administrator shield doesn't work.

So it started with me trying to access my Network sharing properties and it said an unexpected error occurred.
I did an SFC Scan and it says windows have found corrupted files but cant repair them.
i did a virus check but no virus.
When i try to change UAC settings it has this error - Bad Image
C:\windows\system32\comsvcs.dll is either not designed to run on Windows or it contains an error.
So basically if it has the blue and yellow shield i can't access it such as: Network properties, Add or Change user account, Change UAC, Parental controls and whatever else.
All im trying to do is access the Network Sharing properties so i can hook up my Xbox 360 directly to my laptop and use it as a router.
I'm trying to avoid reformatting my computer because i have too much stuff and no where to put it.
Help please, ive been at it now for 2 days.
if any other information is needed just ask.

::I just tried using the other administrator account that i already had but that doesnt work either. Same things go on in that one. Also, if it doesn't give me an error message when i try to click on something with the shield, it just wont do anything, nothing happens.::

::Just checked to see if it really was ALL the items with a blue and yellow shield. It's not. There are a few that work like device manager. But the ones i need still dont work.::

Hi Von, upload C:\windows\system32\comsvcs.dll to VirusTotal - Free Online Virus, Malware and URL Scanner and have it scanned to make sure nothing is wrong with it.

that virus total thing didnt do anything. it didnt say if it was good or corrupt or anything.

It already told you that the file has gone bad. Since it said that it couldn't auto repair them, try to manually replace the bad file with a good copy.

I cant change the settings for the folder to give me the permission because it has that blue shield thing again. This time when i click on it it says invalid syntax.

::The only owner or person that has full control of it is "TrustedInstaller"

Windows File protection might interfere with the process. What I do when manually replacing files is either use the repair console method, OR:
Disable file protection, re-boot and go into safe mode as the admin, replace the bad file, re-enable file protection, reboot.

I suppose I should have asked this first. You have completely disabled the UAC, yes? Or is it still enabled?

Since you don't have an OS disc or disc drive for that matter, I'm not sure how you would go about accessing the repair console under Windows 7. Anyway, make sure that the UAC is disabled, because option 2 won't work otherwise.
