Not sure what you are asking, but Windows 7 includes a nice screen capture and crop utility called "Snipping Tool," you might want to check that out.

If you are using Firefox, then there is an addon called Fireshot which lets you capture a entire webpage (including the part not visible on screen) as a screenshot and edit it. You can add text and markers to the image or just save it and edit it in paint.

Ok I hit alt+prntscreen and I go to paint and hit ctrl+V nothing comes up.

Are you using a notebook/laptop/netbook? If so, then you may need to press a FN+ALT+Print Screen to copy the screenshot.
Did you also have the web browser selected (active) when you pressed on ALT+Print Screen, and clicked on the blank area in Paint before pressing CTRL+V?
Ok it worked, but the whole page doesn't appear on paint.
I believe what you're looking for is a screen capture utility that can capture a scrolling web page. There used to be a free tool called FastStone Screen Capture but I believe the free version was discontinued after Version 5.3 (a lifetime license now costs $19.95). You may have to search through some archived websites to find the old (free) version. And there may be some compatibility issues with 7 since Vista was in use back then.

Another well known but much more expensive tool is SnagIt. If you're going to do a lot of scrolling captures the $19.85 for FastStone might well be worth it.

Fireshot is a free addon that can capture a full webpage in Firefox and annotations are also possible in it.
