Have you resized your icons recently or used any tweaking software?

Either way, you should be able to turn it off here:

Hello zanycris and welcome! Try rebuilding the icon cache.

Icon Cache - Rebuild

If it just recently starting doing this you could also try a system restore to a date/time prior to when it started.
