Im out of ideas. I will research and if someone else does not come by I will post.
Make sure you change that first adjustment that you made back to the original setting.

For a test, set up a new adminstrator accoount. Maybe the account is corrupted.

And

in search type cmd then right click on it run as administrator
in cmd type sfc /scannow.
Do three times if errors are found.
