Windows 7: Desktop will not turn on

Windows 7 64-bit OEM

I have and use a surge protector (not a UPS). Pretty sure the technician used a PSU tester and said it seemed almost dead. Replaced PSU, computer still does nothing when you push the power button, does not turn on. Also replaced cmos battery.

Took out my video card, reseated, etc, didn't help.

Could it be the motherboard?

Is there the slightest chance, that the tech accidentally installed a dead PSU ??? because even with a dead board and CPU, the fans should start up spinning for half a second or so
If not then it most likely is the board check for damaged capacitors like on those 4 pics in the top right - How To Identify

Well, the warranty covered the psu so they sent me a brand new one in the box. But I'll have him use his psu tester on the new one as well just in case.

Don't think I saw anything out of the ordinary on the mobo, but I'll give it a good look-through again tomorrow. Thx for the info.

Simplistic, and likely you have checked it with a VOM, but you never answered the question of proper voltage to the outlet?

Sorry, back now. After replacing the power supply, AND the motherboard, it fired right up. Guess the power surge killed both. Thanks for the info.
