As Bill nicely wrote; you have no other way other then:

Option 1. To format your PC after copying the documents, videos, music or other files you need to use and have no copy other than in HDD. Though, if you format and install Win 7 on the same partition, all your documents will be in that partition as Windows.old, but it is better to take a frank copy paste/ burning to dvd/cd (may not be applicable for you).
Format your Netbook using the media came with (if so) your netbook. You have to enter the COA key on the back of your computer and activate. (as Bill already said).

If you have purchased a branded notebook (most probably you have), but have no disk; you must contact your system manufacturer.
Warranty most probably will not cover the charge though.

Option 2. Buy a retail copy of windows 7 Ultimate if you want to use ultimate or Home Premium.

First, welcome to the Seven Forums, Casa747.

If I have understood you correctly, I think you can not use repair install. When upgrading Windows with Anytime Upgrade, the operating system is upgraded. Repair install works as an in-place upgrade to the same operating system, replacing system files, and you can not in-place upgrade for instance a Home Premium or Professional with Starter.

The same thing with system restore. I've only done Anytime Upgrade once but as far as I can remember, doing this deleted the earlier restore points.

In my opinion your best chance to get everything back as it was is to reinstall Starter either from recovery partition, or from DVD using external hard disk.

Two questions: Can you, or your brother maybe, use BIOS to change the boot order (orden de inicio) of your netbook? Do your netbook have a partition named "Recovery"?

And please, could you tell us the name and exact model of your netbook.

You are 100% right. Plus his brother may actually have downloaded a crack, which may have malwares ; so, it is better to format (plus use Antivirus + Antimalware checking).

Look in All Programs for Recovery, possibly under the maker's name. Select it to run Factory Recovery. Back up your files first.

You should also be able to run Factory Recovery from the first boot screen, by tapping the key given to Run Recovery. If it is not made clear on the first boot screen, look in your Manual on the SUpport Downloads webpage for your model.

Where did you get the Win7 Starter OEM Installation DVD? Has it been used before so you know it works?

Try extracting the ISO from the Starter DVD using ImgBurn, then write it to flash stick to use as a bootable installer. The easiest method is to install free UltraISO trial: On file tab Open ISO, on Bootable Tab, Write Disk Image, Format, then Write.

Now boot the stick using the one-time BIOS Boot Menu, or set the flash stick (sometimes listed under Hard Drives) in BIOS setup as first to boot, before HD.
