Use the latest video driver given on the Toshiba webpage for your model computer.
Then rightclick the desktop to set Screen Resolution until the distortion goes away.
If this persists, return it to Toshiba repair as they must fix it correctly.

You need to download display drivers, and those are corrupt. Try downloading them from the manufacturers website (as you posted), or from AMD itself.

I would send them back and make them fix it, as it is (probable) likely that they messed it up...

i just called toshiba and told me that a tech will call me back
