If you boot from the CD you should be OK. But dont forget to be sure that the BIOS is set to boot from the cd
For both 7 and Vista

how would you repair it? startup repair does nothing i tried sfc /scannow in safemode it dosent work, im running out of options,

If you have no stuff that you want to save, there really should be no problem unless your computer has hardware problems
Just do this
Set bios to boot from CD. I gave you the information on how to do that
then
Clean Install with a Upgrade Windows 7 Version[2]=General Tips
If you do this, I do not see why it would not work, unless you have hardware problems
If you have stuff you want to save first, post back and I will tell you how.

Let's back up to where you were at your friend's computer and wondered if you could burn a Repair CD: Yes.

Type Backup into start Search box, create a System Repair disk, burn to CD.

Boot the CD, see if it finds an installation to Repair, accept Repair. If it doesn't start, boot back in to run Startup Repair repeatedly.

If you can't get it started, copy out your files using this method: Copy & Paste - in Windows Recovery Console

Then wipe the HD first (in case of infection) and clean reinstall using these tips to get a purrfect install: re-install windows 7
