I would go to bios, enable cd rom as 1st device, or hit whatever key causes it to boot from CD....i'm not sure so i do that in bios. Use the W7 CD and after it loads files you'll see a repair option. It will take just a few minutes then tell you what it found and offer to repair it.

+1 dazco. Additionally, here are some links that may help:

    System Restore

I would try this first. Since you can't boot into windows, be sure to check out option 2 in this tutorial.

Here are some other links that may be helpful (again, try the System Restore method first):

    Startup Repair

Startup Repair - Run 3 Separate Times

    System Repair Disc - Create

Take note of related links that appear at the end of each tutorial. Post back and let us know.

Reboot the computer and tap the F8 key repeatedly after first boot screen. See if Repair My Computer console is showing on Advanced Boot Tools. If so you can use this unless prompted for the Repair CD.

If no Repair console on F8 menu, burn and boot a System Repair CD: System Repair Disc - Create
Boot from CD - How to Boot your Computer from a Bootable CD or DVD - Boot to CD

Boot into Repair, see if it finds an installation to Repair and accept repair. If Win7 won't start, boot back in and run Startup Repair from Recovery Tools list. Startup Repair

If this fails, copy out your files and backup image to an external or another HD using this method: Copy & Paste - in Windows Recovery Console

Then choose Recover Using Image from tools list to reimage your HD using backup image as long as it is not stored on same HD, as Win7 backup imaging will not allow this (although other apps will). System Image Recovery

If image doesn't work, save it to mount later in Disk Mgmt to copy out your files, or copy out your files using method posted earlier. Then use these steps to clean reinstall: re-install windows 7
