    P4 computer won't boot

Hi, my old computer I use as a backup won't boot up. It's an old Pentium 4 with 32 bit
    W7 OS.

It won't even make the beeping sound to tell that it's booted up the bios, the monitor behaves as if the computer is off.

The pc fan and exhaust fans turn on blowing exhaust out the back, but I can't turn the PC off , restart it, or even open the CD-rom drive, so I can't even fix it or re-install windows. Any ideas? Perhaps hardware malfunction?

This sounds very much like a hardware problem. I would first check whether anything is loose inside. Then take out one Dimm, then the other, etc.
But if you do not even get a sign of the BIOS, the mobo might be on the blink.

Sounds like a bad power supply

I first thought so too. But since the fans are running, it is maybe less likely.

The motherboard is grounding/or shorted the power good signal or else the power supply would remain off....but what makes me think power supply is the fact that the CD drives will not open....

I suspect power supply as well. Do you have a spare you could test?

I have had many a power supply able to power fans, but not a motherboard.
