My parent's laptop has the same problem, been trying to fix it (It is a Dell Inspiron 15R or something like that), and I can't find out how. It only adjusts to what is on the screen (Websites, ex, going from google to here using the dark theme causes a major brightness change), I'm glad I'm not the only one with the problem. I hope someone can find a solution.

    Solved?

I looked in the Task Manager and found something like atibrtmon running, killed, and it stopped. But, I kind of like it- even though I wish it did the reverse.
