Build 6519 from December 2007 was actually the first external build of Windows 7. It was essentially Vista plus a few enhancements. Yes, it was a form of preview.
All someone did in the screenshot was make the 7 an 8.
It is sort of interesting that they chose that build -- the first time Windows 7 was ever technically seen -- to fake it with though.

You can tell how way off that place is by comparing 7 to an enhanced version of Vista. That's what was providing false information when 7 was later being officially announced and the time for beta testing was nearing. 7 is no Vista II by any means!
You'll notice right off how fake that is with the Vista sidebar plastered over most of the screens seen there as well. The initial prestages started with Vista elements in order to recode 7 from the ground up.
7 now has it's own MinWin kernel while still retaining most of the compatibility. We're in a different ball park now with 7 and most likely even more when 8 or whatever comes next is seen.
At first the MS had to start somewhere when planning the next version. The initial changes weren't visible at the desktop however. Realizing the next version unless seeing some drastic changes would end up being larger then Vista MS decided to break away from the intertwined gui/core and start off with something new.
Once the betas came out the first thought was 7 would simply end up being a Vista part #2 based on what published and blogged at sites like that.
Back in 2007 Vista was fresh while 7 wasn't even a thought when that was seen. By the time the testers were looking at the 68xxs they knew something else was coming. Once the 7000s were out for a bit it didn't take long to figure out that 7 wasn't simply going to be the sequel but a new version on it's own.
So what about "8"? It took some time before it was even known that 7 would be called 7. 7 still has to come out before anyone will even hear a real hint at anything regarding what 8 or ? will look like.
