Windows 7: Desktop shortcuts and folders

Desktop shortcuts and folders

Two problems.
1. A Magical desktop shortcut won't delete. It actually doesn't exist as far as part of windows is concerned. It can't link, and it just doesn't exist, except when I show my desktop. When I try to delete it, Windows says it doesn't exist.
2. New folders run and hide. On the desktop, whenever I create a new folder, it creates but doesn't show. It does exist though, because if I create a folder with the same name, it wants to replace it. So the moment I replace it, it disappears.

Making distinctive desktop folders for groups of shortcuts??
Sometimes a desktop becomes cluttered with shortcuts. Not infrequently several may relate to a group, say, of security apps. I was thinking, if there might be a way to create folders with distinctive covers, such as one with a padlock embossed on it for security. Can it be done?

Difference between Libraries and Folders with Shortcuts
I'm very unclear on the purpose of "libraries" in Windows 7. It seems to me that the same structure could be duplicated in Windows 7 and earlier versions by simply creating a folder (as a "library") and putting the relevant shortcuts to other folders or files in that folder. Given that, the...
