Unlocking combined programs in my taskbar

My taskbar buttons are set to never combine. Each instance of a program is separate. However, they seemed to be locked together when I want to move them. What's particularly annoying is that if I want instance A of this program to be on the left I can't move it if I already have another instance of the program open (instance B). They are locked in their left and right positions.

If I wish to move them around relative to different programs open in my taskbar that's fine. However, if I wish to move them among each other they're locked in place.

Is anyone aware of a way to disable this? I believe I was able to do this at some point on my laptop which also used windows 7.

taskbar won't pop up in some programs
All of the sudden my taskbar won't pop up in certain programs. Have to minimize the program to access taskbar and this is very much a pita! I did a sfc/scannow in the command prompt and no corrupted files were found. Not sure where to go from here. Thank You

Can't Switch Programs On Screen Via Programs Pinned to Taskbar
An example: I open Firefox full-screen. If I try to switch to Outlook, which is open and showing in the taskbar, it wont let me. I am forced to minimize Firefox Same thing happens when Outlook is full screen.

Do you prefer the taskbar buttons combined or not combined?
Hi, i want to know and why if you prefer the taskbar buttons combined or not? One good thing about keeping them combined is that it makes it look neater and in a way gives you more room to add to the taskbar and perhaps the only downfall is the buttons are not labeled.
