Here's a visual of what you want to do, it might help:

As was said before, you have o literally right click on the webpages to get the option to create a shortcut. Do not try to create on by clicking on the desktop :)
    IE9,

That method would work for a simple desktop internet shortcut, but you would not be able to pin the shortcut to the Start Menu or taskbar.

The method below gives you a bit more flexibility instead for the shortcut.

I was able to pin it

Although it didn't pin as it's own link/program (IE9 style in the taskbar), but it did pin to the IE jumplist. Also, I was able to pin it to my start menu.

I was referring to that when you right clicked on the internet shortcut using the method that you suggested to create it instead, it would not have the option to Pin to anything like below. That's all.

If you like, try the method I posted to see the difference.

Oh, ok. I was just dragging it places, lol. I've learned to do that a lot with Windows 7

The Create Shortcut option by right clicking on the window body only exists if you are using Internet Explorer.

Nar, you can have the shortcut open using another browser (ex: Firefox 4.0 Beta 10) if you wanted to.
