Whatever you're running, try running it as admin.

Right click on the exe file, choose "Run as administrator". If that solves the problem, you can set it permanently-Right click on the exe file and set the compatibility mode to "Run this program as administrator".

You'll need to provide the password if prompted to do so by UAC.

It just appears while using my computer.it doesn't pop up with a specific program..

You may want to try Safe mode as well

I agree an Official Windows error would have only one Exclamation mark

I don't think it would use a contraction either. Scan for malware.
