It is extermly important that you back up all data to an external device before attempting to play with partition moves and resizing.

They do not always go as planed, and you will be at a VERY HIGH RISK of data loss.

    Partition mess

No, do not format C:, it is your active primary partition holding your boot manager. Windows shouldn't even allow you to do anything to that partition aside from naming it. If you somehow managed to format it, you would no longer be able to boot into Windows (or any OS) and would have re-install. Just leave it as it is since you're not planning on re-installing Windows.

As removing all the boot options, are you using Windows XP or older?
Just reformating the partitions will not merge them You will still have all the partitions just now they are clean slate. Try this tool works good for me. ts not free but it will allow you to merge partitions. Just make sure you merge all with the partition your OS resides on. Thats important. If you merge with wrong partition you will not be able to boot to windows as stated and will have no other option but to reformat. Hope this helps.

Good to see you got done what you wanted to andykhatteralthough I still would recommend sometime in the future you fix that mess of partitions with a proper Windows re-installation.

This is why I referred you to Partition Wizard bootable CD and even typed out the steps so you could recover as much space as you want. You can extend in either direction using PW CD.
