Mine contains a folder "IdentityCRL" which contains a folder "production", which is empty.
It has a history of previous versions. I don't think I've opened any "Live."' apps today.
But I have opened "Live" on the Web.

According to the windows Live Taskforce it is created by the Windows Live Sign-in Assistant. They say the "solution" is to move it to AppData\Roaming\Microsoft.

    God knows!

Doesn't work for me, but the folder doesn't bother me

The folder is as others have said connected to the windows live sign-in assistant - although there appears to be very little information available.

There are some mentions of problems with the equivalent registry key but no actual explanation of the use of the folder
