Can I paragrade the system language?

I need to get a netbook for my fiancee, who's not actually my fiancee, but my promitida (Spanish). Unfortunately, it's not easy to get such a thing in this country that has neither English nor French on it. I'd rather not buy a device, pay for the Windows on there, and then pay again for the Spanish one. Is it possible to paragrade the language from, say, English to Spanish?

Please don't say Windows 7 Ultimate, because that's hardly cost-effective. I just need to change the system language, not support multiple languages.

Now if someone knows how to get a netbook with Spanish Windows on it (including a Spanish keyboard) in this country (Canada), that'd be great!
