Have you tried to open the second window? I do not have a problem opening two or more.

Open an initial Explorer window, then click CTRL+N to open a duplicate window.

    Hello.

If you right click the Explorer folder that should be pinned to the Taskbar you can click this to open as many instances of Explorer as you wish.

Once I preformed a search on opening multiple Explorer windows I saw that some users do have a problem opening multiple instances.
Why? I do not know, it may be a registry setting.
You may want to run a SFC /SCANNOW Command - System File Checker

I did come up with a link that you might compare your registry key with this one, scroll down to
    THE PERFECT SOLUTION
To fix it like it’s never been broken, I installed a brand new Windows 7 Ultimate in virtual machine, exported those lines in the registry, and applied them on my problematic system, and everything got back to normal again.
UneIT » Fix Windows 7: Library Cannot Open or Explorer No Association?

This is what I came up with when searching on how to open multiple windows:

Windows Explorer pane is one of most useful place on Windows PC for bird’s eye view of all contents on the computer. By default, we can only open one Windows Explorer pane.
    Open multiple Explorer windows simultaneously

Again, I have searched, but I do not know what settings allow me to open multiple instances. This link offers two utilities that will help.
    Windows Double Explorer program
    Download Q-Dir

But, If other users are not having trouble opening multiple windows I would be hesitant with installing extra utilities. I would want to know why I can not, and fix it.

The answer may lie in the SCF /SCANNOW or the UneIT link above where the OP repaired his/her registry.

There are different ways to open multiple instances:

Right click on the taskbar icon and select Windows Explorer from the jump menu and it'll bring up another. Alternatively, Start, Computer will as well.

Remember that if you click on the top of the window and drag it to one side of the screen, it'll resize it to full vertical and 50% horizontal.
So if you've two windows, dragging one to the left and the other to the right of the screen will result in both being open 50%.

Windows Key+E will open Explorer, as many times as you like.
Windows Key+left Arrow key, will place the open window on the left, filling half the screen.
Windows key+right Arrow key, will place the open window on the right, filling half the screen.

You can also right click a folder or file in Windows Explorer and select 'Open in new window' from the context menu.

    Plus the replies above.

You can also click the mouse wheel which will open up multiple copies of most things (Explorer, Internet Explorer) and will also open links in a new tab if you are browsing the web.
