RTM is the master image sent to a distribution facility to actually make the product for Best Buy and other stores. And the image goes to other computer companies to make OEM versions. Other companies use it to design programs for the upcoming operating system.
Just like Cash Money Records use Universal Records to distribute their music. Tha Carter III has a master ISO image sent to Universal to make copies to go to Best Buy and other stores.
    Do yall get it now?

Yep. It's the nice clean OS before it gets bloated with manufacturer 'add-on's ' that end-users invariably blame on the OS itself for it's sluggishness

basically the RTM is a version that goes to the manufacturers who plan to make their computers with 7 pre installed, so they can do all that annoying branding and stuff. It's the exact same as retail when it goes to them.

EDIT: actually I probably didn't need to post this.. lots of other responses.

Actually, it means Release To Manufacturing, which also includes the manufacturing of the retail discs themselves, not just a release of the code to PC makers.
