Windows 7: Cannot boot from CD.

The error seems to be an incompatibility of some motherboards with the DVD boot sector used by Microsoft in Windows 7 installation DVD. Usualy older pc's with ASROCK & MSI boards. There is a way round the error I have seen on another site. Some clever person combined a boot sector from Windows Vista with Windows 7 installation files and burned them to a disc and this worked.

You didn't use the MS USB/DVD Download Tool to ensure a bootable ISO?

Windows 7 USB/DVD Download Tool Creates and Makes Bootable DVD Disc or USB Flash/Hard Drive from ISO Image My Digital Life

I would do that.

You are clean reinstalling factory preinstalled Win7? Reinstalling Windows 7

Have you tried running Factory Recovery using the steps Johnny gave in Post #4? Make your Recovery Disks now if you haven't already.

See what happens if you run the DVD or mounted/extracted ISO from Win7 using Custom Install to overwrite C.

Make sure you have the latest BIOS version. If so, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

If this fails try wiping the HD first to clean the boot sector of possible corruption: SSD - HDD Optimize for Windows Reinstallation

Try removing all but 2gb of RAM. Test your RAM: RAM - Test with Memtest86+ - Windows 7 Forums

Test your HD using maker's full diag/repair CD scan: HD Diagnostic

Yes, I have tried this, the back-up is of Windows Vista Ultimate.
My father has got keys for Windows 7 Professional, but no DVDs to install it.

I think the problem is in UEFI (Unified Extensible Firmware Interface). When you disabled it in BIOS, you will be able to boot off from the CD!
UEFI has something to do with DRM.
