    'Browse for Folder' issue

When clicking a folder in the 'Browse for Folder' dialogue, the orientation of the window contents 'snaps' to a position such that the selected folder is just above the bottom of the frame. I would like for the contents to not move at all, and the selected folder just expand. See attached image. I was wondering if anyone would have any suggestions on how I might accomplish this: reg tweak, application, whatever. This is driving me batty, not least because I can't figure out how the programmers could think the default behaviour makes any sense.

Thanks, I'll consider that if I don't find a better solution. The 'Always on Top' feature is particularly tempting though, even if there are other apps that bring that to Windows. If only there was a 'Focus Follows Mouse' option as well. The lack of a solid implementation of that always hampers me when using Windows.
