You could always use Paint.Net and another great tool is FastStone Capture for capturing desktop images, give the option to save in heaps of different formats and you can capture scrolling web pages and it also has edit and resizing functions, I use it every day and I love it.

VSO Image Resizer is the best that is out there since MS stopped updating the simple powertoy.

you should have a look at PhotoFiltre. it's really an image editor, but it is small, fast, and quite powerful. it's just a couple megs, and it's a no-install app that leaves no files or registry settings, so if you don't like it, it's simple to discard.
