RTM is defiently not oct 22nd, the General Availability to the public is 22nd october.. manufacturer's need windows 7 before General Availabilty to put them on computers/laptops for sale on the same time of the GA date... this is how it always is I don't see this method changing just for windows 7.
Have just started to d/l "7600.16384.090710-1945_x64fre_client_en-us_Retail_Ultimate-GRMCULXFRER_EN_DVD.iso", current speed abt 220-290 kB/s after very slow start, hopefully increasing further with more seed joining in.
I'm currently running x64 build 7229, and no activation probs so far, of course, and it should run until next march. However, what abt. activation of build 7600, as I understand the Beta/RC serials won't work on this newest version? How long will it run? Will it run until the real thing hits the shelves late October?
To be the first to know, watch the wpc live at WPC09 - Worldwide Partner Conference - July 13-16,2009 I have been watching it and no annoucement yet. It also has a live twitter feed in case you miss some, I am sure it will be bombarded with news if they did announce it there.

Firstly should send this post back to the 7600 thread :)
but to respond from 7264 and up the builds will use the proper retail/oem key mechanisms and not the RC ones. You can install without a key initially and by using the rearm functionality keep it running without a key and activation for up to 120 days... Windows update will work as well.
