    UAC

Turned off UAC but now I get consistent pop up boxes (after re-booting) telling me I need to "restart system for changes to take affect"
I restart system and I still get these requests. Happens with both user accounts. Turn UAC back on and restart requests stop.
    Running W7 RC v.2100
    Any help would be appreciated

Clean install when RC 1 became available. Never adjusted UAC settings until now because UAC became annoying trying to install and test all types of programs.
Note: I am running a dual boot of XP and W7 RC1

Are the popups you seeing coming from Action Center? It will annoy you left and right until you tell it to f*** off and ignore UAC settings.

No. It is a pop-up box (not a balloon message) located in the middle of the screen and not coming from the action center flag in task bar.

You could try to re-install or doing a restore to before you turned off UAC and try to turn it off again.
