Okay it even told me to run it again at the end... but anyway it did not find any problem.
UAC password prompt still does not work...?
Should I try it with a new Admin account?

Yes, that is my suggestion #3.
If no issues in new admin account, then here is the tutorial to deal with a corrupt use profile ( profile = account ).
Note : the tutorial is not meant to " fix " the cooruption, but to open a new account, and transfer you files to a new account and then remove the corrupt account.
    Tutorial .....
    Fix a corrupted user profile

Click My computer is on a domain link.
Then follow the instructions on To copy files to the new user profile

Note : After you create the profile, you can copy the files from the existing profile. You must have at least three user accounts on the computer to complete these steps, including the new account you just created.

Set up a regular account (not adminsitrative) and then give permissions.

    Yes they are correct

    1. I created standard account
    2. I created admin account
    3. I logged into my standard account
    4. I tried to access the admin's documents (from standard account)
    5. a UAC windows asking for one of the admins' password opened(dimmed screen)
    6. entered the admin password
    7. accepted - address bar on the explorer.exe started to color itself in green(haha)
    8. waited 10 mins.
    9. nothing happens - still green
    10. replied here
