    Regardless of whether they are full install DVDs or not they should show up in windows explorer. There has to be files on them for them to do anything. Your optical drive is a DVD drive correct? Windows 7 install media is a DVD not a CD. Do other disks work OK in that optical drive? Have you tried those disk's in another PC to see what happens?
