I tried this solution a while back. I have a Custom scheme for Performance Options/Visual Effects. I unchecked Use Drop Shadows for Icons on the Desktop. It works fine until you reboot. After rebooting, the Use Drop Shadows for Icons on the Desktop comes up checked again.

I am trying to turn off (Use drop shadows for icon labels on the desktop) I uncheck it hit Apply then yes & it's off until I restart or Log off & back in then it's checked again is there away to fix this. Thanks Jerry
