How to set up a lock out timer for Win 7

Hi all, this is my first time on this forum and Im not sure Im posting in the right spot. This looks like a busy place and I hope somebody here will be able to answer my questions!

I need a timer on my computer that will lock users out of the internet for certain lengths of time (Like if the internet would just turn off every 20 minutes and stay off for 20 mins, that would be great!) I googled timers and found one program called "Enuff PC" and on their site they said they will not be updating their product anymore because windows 7 and windows vista now have capabilities to preform the same action...

I have windows seven, so how do I find and set these timers?

Thank you!

Ubuntu 12.10

Lol, the BIOS isn't that advanced yet. I can partially do this from my router (its a crappy Belkin). I don't understand why you would want to do this though... If you are doing this for financial reasons, well it won't really save you much cash...

Parental controls allow you to schedule internet access times (via browser controls), on a per user basis. Users have to be standard users and the controls are password protected. There is not a 20min on 20min off option as far as I know but you can set the system to allow for a set period and disallow for another in multiples during the day

just type parental controls into the help or the start menu search
