Maybe I'm doing something wrong here, but I cannot get the Snipping Tool to open.

I'm using Wiin7 b7000, and I found the exe file in
    C:\Windows\winsxs\x86_microsoft-windows-tabletpc-snippingtool_31bf3856ad364e35_6.1.7000.0_none_401cde0648b81818\SnippingTool.exe

but it won't open when I click it.

    ?

Because when you close it you have a lone icon sitting in the middle of your taskbar items.
The lone icon bothers you but having douplicate icons doesn't?

That looks very cluttered, even before the lone icon.

Quick update for how I configured snipping shortcut on my W7 x64 workstation:
    * when using Office Pro Plus w/OneNote open, click Windows+S to get the snipping screen.
    * The first time after selecting the screen area it will ask where to put the snip -I checked "don't ask me again" and then "copy to clipboard"
