Desktop does not refresh. Registry Issue. So close to fix! Help

I was customizing my icons, specifically iTunes and Quicktime, and now my desktop does not refresh. I found my problem and I found the tutorial on how to fix it. However, the tutorial does not exactly match my problem.

Here's the short tutorial fix: Recycle Bin - Fix For Custom Icons Not Refreshing

I attached a picture of what I see on my computer. If you compare the tutorial's picture to my picture it is different. Anyone know what to do?

Would uninstalling/reinstalling itunes and Quicktime fix the problem? I'm an IDIOT and I ran CCleaner so now there's no way to undo.

We make changes to PC registry through Kaseya Management system and need these changes to take effect immediately. In XP it simple, you run the following in Command Prompt and changes are immediate:
    RUNDLL32.EXE USER32.DLL,UpdatePerUserSystemParameters ,1 ,True
In Win 7 the users need log off and back on before changes take place.
What is the Win 7 (64) command?
