Tags and Commas?

I'm a Newbie and this is my first post. This is probably a dumb question, but what are Tags and why are you supposed to place a comma after each Tag?

The comma is used to delimit (separate) the words/phrases.

7 not recognizing ID3 Tags?
When I had Vista all my ID3 Tags were recognized. So before I did a clean install I backed up all my music to a separate partition. When i started playing music I saw many songs were missing artists, years, albums,etc. And when I try add them back it ides not let me. No error code or anything....
